Good but is there a bug?

Its a good game but I think there are some kind of bug happens. There is a guy who took over me 91 times within 5 minutes, which is unlikely normal due to the takeover has cool down mechanism. Also I cant take over him at all even the takeover button is green(tried few hundred times). My company is 5 times larger than his and has 200+ top level legal stuffs, but he keeps success and invincible every time. Other than this, its a really great game.
